What happens when the Federal Reserve speaks at a moment when the economy is already under stress? This paper shows that monetary policy communication has two distinct effects. First, it aligns market expectations, producing an immediate decline in financial uncertainty. Second, the policy shock itself propagates through the economy - following major natural disasters, that propagation becomes stronger and more persistent.
